Whether it goes to tender via a framework or is a direct award to a preferred company is a moot point TBH.
As a Trust we have the authority to do direct awards outside of OJEU regulations, however a very robust business case and reason has to be put forward, again for audit purposes and to prevent inappropriate award.
We normally use direct awards for specific software/kit that is so embedded in the organisation that we can`t afford to replace or get rid of it!! ? ?
The same rules will apply to Government departmental awards.
Whilst the company receiving the contract may grab a lazy journalist headline, it does not automatically follow that taxpayers money will be spent.
Your summary doesn't reflect what seems to be /is going on. More water to flow under this bridge I suspect.

 

Ignoring the majority of this, the bit is worrying if his interpretation is accurate is no.8:

That really smacks of Dominic Cummings involvement and if true (which I really can't rule out based on the Govt's actions) would be a definitely be a significant slide towards authoritarianism if a Govt can operate outside the law.

So lets get this right..................

OFQUAL (non-ministerial government department that regulates qualifications, exams and tests in England) came up with the algorithm that combined teacher predicted grades and the schools historical results.

Those results were deemed wrong/unfair etc.

The Government step in and say its a clusterfudge.............. and get blamed for putting it right.

The Govt have been defending this situation to the hilt, even after the Scottish débâcle when exactly the same happened. Education is the Govt's responsibility, so they could have solved this before the A level results were even released precisely because of the Scottish situation. So yes the Govt get the blame as it is their responsibility as the Govt funnily enough.
 
Yet again though - they have acted too slowly.

Scotland - sees it's a cock up - reverses decision.
Wales - sees it's a cock up - goes with teacher assessments.
Northern Ireland - sees it's a cock up - goes with teacher assessments.
England - insists algorithm is fair, Williamson insists he won't budge, PM on holiday again, results screwed up. Outcry from students, parents, teachers and Tory MPs. Screeching U-turn four days late - some pupils have already lost their university places, unnecessary distress caused, chaos created.

Now let's see. What other situation has there been where the government though they knew better than other countries who had already been through a situation very similar only to have to backtrack shortly afterwards?

It is systemic arrogance with an absentee PM more interested in doing anything else other than actually governing the country properly.

Or sit the exam in Autumn?

Careful. A few people get all hysterical and burst into tears when this is pointed out.

And in the meantime while all those appeals and the process* will take a long time people's choices who are going through get massively affected:


People have already been affected, ie. having to change course or Uni etc. So appeals would make that far worse.

*Considering they had already introduced and withdrawn guidance on what is acceptable for using mock exam results.

Congratulations to him... a really crappy time to be getting exam grades.

But you have to admit, this has been handled with utter incompetence and has been truly embarrassing.

I am sure your nephew would also have been bitterly upset if his gradings had been dumped well down on his predicted as a result of this.

He is one of the lucky ones by the sound of it.

Unprecedented times often turn out unprecedented solutions and some of that is done on the fly.

The Government do nothing.................. folk whine.

The Government do something.............. folk whine.

And lets be brutally honest the majority of "Uni" is nothing more than a deferred employment scheme, with a shed load of debt that is very unlikely to get repaid.
