What I cannot fathom is that if he has no association/ticket history with either club, what the hell is he doing ambling down pitchside anyway, even without getting involved with the player.

Where was he allowed to come from and where was he heading/did he end up?

To educate, the difference here is that the individual is in a minority of 1 who assaulted someone doing their job, and there is copious evidence to secure a conviction. 100% easy win for TVP.
