You overestimate the intelligence of OCC.
As per @Manorlounger, they are in no way connected with the possible coming of the stadium.
I think you are right in the sense that the original plan was to improve the general flow of traffic without the stadium. However, since the planning application was known about they have introduced helpful tweeks, such as extending the bus lane on Oxford Road as far as the stadium entrance.
 
It’s Sunday there’s no football get those responses filled in and submitted, only takes a few minutes, the more you voice your support the less notice will be taken of the few anti stadium supporters.

To which someone on nextdoor thinks that the bus lane will be removed once the stadium is built

There is football today ;) - OUWFC / yellow roses are at home this afternoon, 2pm ko at CPF- that said I echo @Notaswindonfan 's encouragement to fill in responses on the CDC planning portal, if you haven't already done so - and also ask any non football supporting friends, acquaintances, family members etc you can to submit supportive comments.

Even though CDC are now 4 days behind putting up submitted responses( last ones on the submitted docs page are dated 20/3/2024) , get 'your' (hopefully) supportive comments in, as they all will count- eventually

It's amazing what the man knows, I've heard whispers that Wikipedia are losing a lot of traffic to Steve Hill's Facebook page as they just cannot keep up with the knowledge the man posseses.
