As with many things, it is open to a degree of interpretation as to why some progress (follow the party line) and others, equally as talented, same performance stats etc do not progress and (coincidentally) do not follow the party line 100%.
Now, this could be a good move by the Club (as a whole) by using a service that they know will do things "right" for the kids/youngsters.
However, it can then lead to a conflict of interest (perceived or otherwise) amongst those with responsibility and accountability for their departments' results.
Sometimes that can lead to departmental leads deciding they can no longer tolerate something outside of their control stopping their results from making the final step.
