EFL clubs have agreed to the following changes:

OWNERS AND DIRECTORS’ TEST
New disqualifying conditions have been added to the Owners and Directors’ Test (OADT) to ensure that the EFL and Premier League’s tests remain aligned.

MULTIBALL / TOWELS
The EFL will introduce a multiball system in all its competitions for the 2023/24 season. Match balls will be placed on cones in designated areas at pitch side to help increase the time of the ball being in play. Meanwhile, Clubs will no longer be permitted to use towels or other articles, including items obtained from spectators to dry footballs during matches.

30-DAY RULE

The non-payment of HMRC debt has been added as a trigger of Regulation 52.6, so Clubs who accumulate 30 days of late payments in a 12-month period will be unable to sign a player for a fee or any consideration for three full transfer windows. The amendment to the 30-Day Rule also provides for Clubs to self-report late payment of any debt covered by Regulation 52.6, plus a right of appeal for Clubs triggering the 30-Day Rule.

Wigan are now in transfer embargo for not paying HMRC so I assume this would apply to them should it be 30 days (got to be a fair bet it will be).

Yes. Drills, animals, tents, hotdogs, walls, copies of the Spectator, capes, ermine, ermine capes - there's loads of stuff at football matches. The world doesn't begin and end with players' shirts despite what you seem to think.

It was a response to the query about players using their shirt to dry the match ball.

My Ermine cape is not being used for such commonality.

Sorry, I thought you doubted the possibility of other articles being used. Shirts would seem to me to fall under the 'other articles' category so there we are, agreeing. Lovely.

EFL Statement: Regulation Changes – Summer 2023

At today’s Annual General Meeting (AGM), EFL Clubs voted to approve several changes to the EFL Regulations that will come into effect immediately. These include:

Am glad the multiball system is in - maybe it'll reduce some of the time lost during games. The refs are going to have to make sure it is used to do just that.

Rather than introducing multiple balls perhaps they could encourage referees to issue a yellow card for the first instance of time wasting with, as well as stopping the watch more effectively.
Players would soon learn that there is minimal benefit in time wasting
