The rule changes are set by IFAB and apply to all leagues across the world, so including the EFL and non-league pyramid in England.
The media love to report them as "changes to the premier League" because for most of them, it seems, football doesn't exist outside the PL.

Don't read the rules surrounding the sin bin that is being introduced in lower non league football then!!!! The players and officials were laughing about it when it 1st got announced. Here is what will happen if a keeper gets sin binned:
