If the guys have done their homework, and I feel confident they have, then there will be more than just a stadium, hotel and a shop.
I had a conversation with Mr McWilliams a while back and warned him about the planning complications, he was very confident that that issue would not be a problem. Now, whilst I have some doubts as to his capabilities as GM, he is correct, in my view, to believe that the local authorities would be onside with a development including a stadium. But, this development, again, in my view, would be for far more. The various green belt sites under consideration for development, primarily to absorb the need for housing, are more than large enough to support a multi use development. Moreover, the provision of a community based sports complex with access for the community and support from a professionally run organisation (perhaps called OUFC) would garner much support from those same local authorities.
