I can understand that smaller clubs with limited squads might struggle to get the 14 but anyone above our level can cope easy enough.

Make them play and apply the same to the league. Allow 1 postponement then forfeit the points if they don`t turn up.

And make it retrospective, purging any actual results that took place in re-arranged games....
