No. There's no conspiracy. The submission date is given as a guideline so you can be sure your response is included when the planning committee meets. The Planning Committee don't debate the submissions. The planning officers take valid representations into account and prepare a recommendation for the Council - the Planning Committee have to decide whether or not to accept or refuse that recommendation. The planning officers will need time before the Council Planning Meeting to analyse the submissions and prepare their report, which is why their is a cut-off for representations to be made.No. There's no conspiracy. There is no guarantee that anything submitted after 22nd April will be taken into account even though the portal is still open.

Didn't they essentially stop botley getting a cinema and a gym etc but still got all the big structures like the hotel?

It seems to be standard practice .Do these planning portals regularly get extended or is this a special case? Why has it been extended and why is there no end date at the moment?
