Yeah, sorry a typo.

Though I did read that the initial plan was to reduce this to 21 then 20 by 22/23.
Nothing ever got communicated - so assume it isn't going to happen rather than it being delayed.
It's very difficult to find the actual written information on the whole ruling around the squad lists.
Even the document produced by the EFL is just the list with no context.

Think that was dropped along with the requirement to include keepers in the original squad limits.
