This is just another case of the 'correct' decision being just so completely wrong. Sure, if a keeper comes charging off her line, then retake, but these cases where it is a matter of a couple of inches as to whether the keeper has moved forward or not, are going to seriously damage the enjoyment of the game. If it carries on like this, I can see there not being a single penalty save 'allowed' during the entirety of next season.
No goalkeeper is going to be able to save a penalty if they are not allowed to move at all before the ball is kicked, which is the only way that they can be certain of not edging forward by a blade of grass. At some stage I can see a keeper who has saved one shot, just standing still and letting the retake go in!
A player needs to be able to judge whether they are breaking a law to make that a decent law to have in place. Forwards can no longer judge whether they are 'level' or offisde by eye anymore, now that VAR is in use, unless they hang back a couple of feet to be certain, which gives a massive advantage to the defending side, and now keepers are being punished for having their feet 'just' in the wrong place, when the last place they are going to be looking at at the moment a penalty is taken are their feet!!
Also, I'm not certain I heard this right, but I have a feeling that keepers aren't going to be allowed to stand behind the line when a penalty is taken either, so they won't even be able to compensate like that.
