Bit of a late reply, but just as a rule of thumb, I have come up with:
Capacity: 12, 5000
Only use every other row: Capacity 6,250
Two seats between every occupied seat: Capacity 2,080 (although you'd save a few on the ends of rows)
But some people would be attending in family groups, so as long as the club can somehow identify that and put them together you'd save a load of the 'in between' seats. Not an easy job though.
If they could do that, I reckon they might be able to get majority of the ST holder who wanted to go (given that some more vulnerable people might not want to yet) in on a matchday.
I think the club would have to email all the ST holders well in advance and ask them if they were a) intending to come b) coming on their own or in a family group/bubble. Would be a lot of organisation...
