Strange that as Reading doesn't have City status, that there's an independent Football club allowed to call itself Reading City?

No reason why they couldn't call themselves Reading City other than either it being a bit stupid or very optimistic for the town itself. Also, there has been a Reading Town until very recently so couldn't use the name: https://en.wikipedia.org/wiki/Reading_Town_F.C.
