Government spending will be reduced on aid for countries abroad. Not sure it was surprising or not.
Will certainly make a difference to the third world economies
 
A better thread headline would be 'attempts to maintain foreign aid budgets fail'. Or 'Tory MPs fail to support their own party's manifesto commitment'.

It won't so much make a difference to third world economies as it will to humanitarian projects in the poorest parts of the world.

Hearing a lot of ill-informed comments in various vox pops today, including 'we should look after our own people first' and 'charity begins at home'. More easy to repeat, simple slogans. Jeez.

Trying to circumvent the parliamentary process by "tacking on" to the progress of a separate bill will never end well.

The Speaker has followed due process and made time for a proper debate without a vote.

Rishi Sunak announced the temporary measure in November last year IIRC? Didn`t notice any complaints at the time?

So if the temporary reduction aids the UK Economy to recover more strongly then the longer-term benefit could be better than any perceived short-term pain.
