I think (from five minutes research) that the only clubs in the top four divisions to have not had a penalty this season are ourselves, Bristol City, Stoke City, WBA and Barrow.

Spurs and Villa haven't had any in the league, but have in Europe. Wigan and Shrewsbury haven't had any in the league, but have in the cups.
