League 1 - Bolton, Bury & Coventry

So like the Conference AGM when a team must be out of administration? Would you count Bolton in the same way?

So Bolton wouldn't have been accepted as relegated into L1 and Bury not as promoted into L1 at end of 2018/19.

So to keep 24 teams in L1, this would have saved Plymouth and Walsall (21st and 22nd), and to keep 24 teams in L2, nobody gets relegated to the Conference?

Or perhaps would you not 'promote' Bury, but promote for instance the losing play-off finalist from L2?

My approach would be when a club is in admin or not paying player wages/tax bills etc, if they aren't caught up by the League AGM then they are out of the Football League, no exceptions. So Bolton, Bury and any other club would have both been automatically relegated down, just like the National League do (as they shouldn't have to accept them either), so they'd end up in the Southern Lg/Northern Premier Lg/Midlands Lg (whatever the name is)/Isthman Lg level. They manage this type of approach in Europe and as said with the National League so perfectly feasible to do.

harsh.... but, in reality, fair IMO

In Germany all pro clubs have to apply for a licence to play at level xyz every season...no exceptions. If you don't get the licence you don't play in the applied-for league and get shunted down into the amateur leagues.

Seems to be a relatively simple way of doing it.

Would be nice a few owners got together and took the EFL through the courts for their handling of this.

In theory any phoenix club should rejoin at Step 7 of non-league (which is the lowest recognised rung of the pyramid) however, there are additional factors, including the availability of a suitable league in the area &, the potential size of the 'new' club, the size of the league, and the number of clubs eligible to be promoted into that league, which mean that it is not uncommon for clubs to come in at Step 6 or Step 5. For reference, Step 5 is the Hellenic Premier, Step 6 are the hellenic 1 East and West divisions, Step7 is Hellenic2. In our case, for example, both step 6s in our area struggle for numbers, and very few clubs have the grading to go up to Step5, so in all likelihood "PheonOx FC" (as I like to call it), would reform in the Hellenic Premier.

I just did a bit of digging, and it seems like the vast majority of phoenix clubs over the past twenty years have started in Step 5, as you suggest.

Two exceptions I can find - Chester and Halifax were both admitted directly into the Northern Premier League Division One North, which I believe is Step 4.

Probably depends, as you say, on how many teams at that level had ceased operations the year before, therefore leaving a gap.

Supposedly Bury/Steve Dale is in advanced talks for a takeover. Ex Port Vale owner Norman Smurthwaite (who threatened to close them just before the takeover earlier this year) is rumoured to be interested and if so, they are still screwed.

You would hope they are advanced, deadline is 9 am tomorrow.

Plus of course, Notts County would still be in League 2 if the EFL had not sat on their fingers. Not that they are the model of financial prudence though.

What the EFL are implicitly saying to clubs is, over spend, kick the can down the road because we're too weak to punish you. We'd rather compromise the integrity of League One over punishing teams for overspending, so crack on lads.

Are they going to to risk letting them play if this potential deal drags out over a few weeks or keep postponing games?

Maybe a bit harsh but they’ve had months to sell the club and now it’s getting squeaky bum time they finally think they might sell I think come 9:00am they should no longer exist because this could go on for many more months yet

If for argument's sake, 2 clubs did get expelled from this division, how would this division at the end of the season and how would it affect other divisions structure below us?

Not sure about what happens if Bolton go too, but the EFL have said it’ll be three relegation places in L1 if Bury are expelled

How will it impact the league structure?
The EFL has already outlined how it intends to balance the leagues if Bury are expelled:
  • The current League One season would be completed with 23 teams, with the number of relegation places reduced to three.
  • Four teams will still be promoted from League Two this season, ensuring League One is rebalanced in 2020-21.
  • Only one team will be relegated from League Two, with two to be promoted from the National League as usual.
