But 60 seconds does'nt seem long enough to me. The team minus a player will just time waste and pass it around for a minute.
Be interesting to see how it works in practise.
I'd guess the teams will just take a striker off and pass it around until the timer runs out.

They already do 60 seconds for outfield players that go down for treatment. This is just an extension of that rule, to fit in the need to not put a side at a severe disadvantage if their keeper has indeed gone down injured and required treatment. Otherwise it would incentives the opponents to deliberately foul the keeper so that he has to go off injured for a minute.

There is a lot of vague, open to interpretation' words in there to justify the inconsistency such as "impactful" or "clearly".

I just hope the Ref on the day is consistent, I'm happy with that.

The inconsistency on throw ins will be at what point the 5 seconds is started. As the Ref can argue quite reasonably, whether rightly or wrongly, under the law that at one point they aren't delaying the game whereas later they are.

Can see it being applied far more in the late 10 minutes and injury time as that is a more obvious time for it to be seen.

The new rules say:

Referees will continue to take action where there is a clear attempt to deceive a match official.

A caution for unsporting behaviour is expected where a player attempts to deceive the referee by simulating a foul challenge or feigning injury.

Indicators of simulation include:

• Clearly no contact by the opponent
• A player clearly instigating contact
• Obvious exaggeration of minimal contact
• Clearly feigning injury
• Clearly embellishing contact in an attempt to influence a disciplinary outcome

But yes, I'll believe it when I see it. Too often has diving gone entirely unpunished, and it's just pathetic (both the diving and the lack of punishment). We'll see at the end of the season how much heavy lifting the words "clearly" and "obvious" did there.

Only for the first few weeks then it will slowly revert to 3-4 minutes just as it did when they tried this before.
