They already do 60 seconds for outfield players that go down for treatment. This is just an extension of that rule, to fit in the need to not put a side at a severe disadvantage if their keeper has indeed gone down injured and required treatment. Otherwise it would incentives the opponents to deliberately foul the keeper so that he has to go off injured for a minute.But 60 seconds does'nt seem long enough to me. The team minus a player will just time waste and pass it around for a minute.
Be interesting to see how it works in practise.
I'd guess the teams will just take a striker off and pass it around until the timer runs out.
