15,958 people in Leicestershire have tested positive - up from 15,598 (increase 360).
8,683 (increase of 142) were within the Leicester City Council area.
7275 (increase of 218) cases were reported in the County.

No deaths reported.
 
The app uses postal district.
The website uses postcode.

Surprisingly some don`t know the difference.

Or poor planning as yet again an inconsistency and potentially confusing. Whilst it is a minor thing really, it isn't difficult to get such things right and doesn't say a lot for the planning/systems if they can't be consistent across the board on such a basic thing.

And 3 highly trained astronauts able to think on their feet were able to find a solution and get themselves home safely (against all odds it has to be said).

Unfortunately, I don't have the same confidence in the Cummings cohorts!
 
However said "app" and postcode checker would have been developed for different circumstances and possibly not even considering a Tier structure based on Council areas (County, Unitary,City or otherwise) that also cross postal districts and postcodes.
If the developers were still discussing the best way to structure the app people would be complaining it wasn`t ready.
Likewise if it was location tracking and updating as people crossed boundaries it would be "Big Brother & infringing our uman rites".

How can getting either the postal district or postcodes consistent across systems in anyway be considered "Big Brothered"?! That is stretching beyond anything vaguely close to reality to excuse a failing in basic planning.

Because it depends where the boundary falls.
We have Leicestershire postal districts and postcodes that are in the County of Nottinghamshire....... folk in Kegworth sit on the boundary, many work & study in Notts.... which tier are they in?
