Champions League Citeh banned and fined

In defense of the Spanish FA (just for the sake of playing Devil's Advocate) - I believe their rules do state that emergency signings can be made as a result of injury, but not because of a player sale.

The rules are obviously moronic (surely the only sensible route is to ban all player transfers outside of windows, as we do in England, and only allow free agent signings?), but they have been applied correctly in this case.
 
The rules are there, but they take care of their own big clubs and of course, it's outside of a window and impacts the Champions League too. You'd think UEFA would be all over the rule and all over that player not playing their competitions. But we all know they will do nothing.

He can only play in domestic competitions, not UEFA competitions.

Yep.

And apparently, Barca would not have been able to sign any player from outside Spain either, because this sort of transfer is against FIFA rules.

But because the Spanish six-month injury rule predates the publication of the current FIFA transfer regulations, the Spanish FA haven't been forced to rescind it.
