Maati Pallas admitted throwing the flare at or towards the away fans at the fixture at the King Power Stadium on November 10 last year.
Magistrates were told the 30-year-old had risen from the shop floor to become a 15 per cent shareholder in a company with a turnover of £4.2 million.
Pallas, of Union Mill Close, Earl Shilton, admitted throwing the flare, which hit a young child among the Burnley supporters, who was not injured, the court heard.
Mr Wan told the court: "These flares had already been let off. I'm not saying he let them off."
Then, a man identified by police as Pallas, is seen picking up and putting down a bag, then throwing the flare towards the Burnley fans.
Mr Wan added: “Fortunately, there were no injuries, although it did strike a young child, but the incident had the potential to cause public disorder.”
After the incident the man identified as Pallas was seen walking away from the scene.
Defending, Paul Jones said his client, a season ticket holder, who was also involved in corporate hospitality for company clients, took part in the Khun Vichai memorial march from the city centre to the stadium.
He added: “The flare was a display flare, it had no bright light, but emits smoke.
“There had been three, red white and blue in the colours of the Thai national flag, the weather had been too bad to use them on the march.
“The flare was thrown, but it was a casual lob, a careless, not a deliberate act.
“He has pleaded guilty at the first opportunity, even though there was not a clear view of his face, he admits it was him.
“He left after the incident because he had a pre-booked train to London.”
Pallas was fined £727, and ordered to pay a further £157 in costs and victim surcharge.
A further hearing into a police application for a Football Banning Order against Pallas will be heard at Loughborough Magistrates next month
