Could the government's plan to massively speed up development to support the economy give us a better chance of getting a new stadium. If the the Oxford to Cambridge Expressway is brought forward it will open up a huge swathe of Oxfordshire for potential development.

I very much doubt it. I would expect their priory will be to invest in infrastructure projects that will benefit the northern former Labour red wall areas.
The Government have already backtracked on their promise to build a new Oxford to Cambridge Expressway following the last general election election, exactly as they did when they promised to electrify the line from Oxford to London before the 2017 election..
I would expect them to press ahead with the first phase of the railway line to Bedford but I don't see how this would benefit OUFC.

But there may be more appetite from local government to allow development if that is what the economic recovery depends on.

There will 23 acres of green space (equivalent to 15 football pitches) in the proposed North Oxford development. Maybe they will let us have one?

Not as part of that development, but pretty close by perhaps?
The original plan for "The Northern Gateway" would have had plenty of options. Sadly, this version has been scaled back considerably. There was, in the original artist impressions, an entrance to a large "venue" apparent. Perfect for a multi purpose stadium. Alas, not to be.

New ground? Tiger needs to sit next to the minister at a tory fund raising event and all will be sorted
