Just a thought.............. it is obviously very difficult to plan re-opening of events etc.
How about this......

Big notice at the door stating the "Covid Risk".

So your local pub that has 6 blokes and a dog in it scores 6
City Centre Spoon`s scores 10.

Live music venue scores 10.
Barbers scores 3

Etc etc.......... the customer then decides what is acceptable risk.

Genius or lunacy?

Maybe it could have a scoreboard with live updates. One of the six men or his dog coughs and the score goes up by 1. One of those folk who sprays when they talk? Plus 2.

Or people could use common sense...
I wonder where sitting as a small group in a park or at the beach would score?
My gut feeling is that sitting around in open air is low risk.
However some people would call this "utter madness"

The trouble is that since we haven't done enough testing we don't really know which places present a risk. And even if we did have more data, what if the only other customer apart from you in a small suburban barber's was a bloke whose wife worked in a very high risk role in a hospital?

If you’re under 30 you might think that the risk to yourself is not not that great, but of course the potential risk you then pose to the elderly and vulnerable is life threatening.
 
Thing is we are going to have to learn to live with it, or endure purdah for many more months yet.
So people will, at some point, have to balance risk & consequence.
"I`m off to see Aunty Mabel in a week so I had best not go to the pub" that kind of thing.
 
Just send the dog to the pub it’s safer, he then can come home to let you know what the state of affairs is, you can then decide, the dog can then run on to pitch at halftime

The last bit depends on if the dog can run after visiting the pub.
