Non-League National north and south voided

Because those leagues stopped so early with so many games to play (and a real disparity in games played) and there are two regional feeder leagues it would be a legal minefield with clubs just outside the play off spots.

Mess of a season in non league that with hindsight would of been better off not starting. Dover will probably get away with a smaller fine and the minus 12 points, a lot of games in the national league are either dead rubbers or one side has nothing to play for now while losing money, making it a bit of a farce while below it was a waste of time, money and effort.
But might there be legal challenges over promotion issues clubs that at the monent in the automatic promotion places, albeit there would also be challenges from those in the playoffs. The pandemic had caused issues and unfair issues over promotion and relegation. With Barnet, kings Lyn as well as Dover escaping relegation as a result then you would hope that the governing body of the National league would look at other ways to deal with this.
FWIW Dover should be expelled for the national leagues and placed into a very low tier as a result of their behaviour.

I know, that is why I was hoping that they could have cobbled together some sort of playoff process/league among those Step 2 teams willing to continue.

Based on ppg you could have:
North: SF1 = Fylde vrs (winner of Boston vrs Kiddie) // SF2 = Gloucester vrs (winner of York vrs Brackley)
South: SF1 = Dorking vrs (winner of Ox c vrs Hampton & R) // SF2 = St Albans vrs (winner of Dartford vrs Eastbourne)

Probably too late now, but would have given some sense of completion to the season
Agree. in a situation such as this^^ thats where PPG should be applied for playoff places ?

(as previously imposed implemented by EFL administrators at the end of last season - to the benefit of Wycombe & detriment of Peterborough,.... without factoring in Wycombe had got 6 points for playing a youth team early in the season. Twice)

The Conference have fined and docked points from 17 clubs across the 3 divisions. It seems odd that teams in divisions which have been cancelled have been fined and given suspended points deduction for not completing fixtures when the league is not going to complete fixtures - ie Dulwich Hamlet have been fined £8000 and given a suspended 8 point deduction. Even for the Conference authorities that is bizarre.

I think it was because the various clubs made the decision to not play games before the vote to void the leagues had happened.

....which would be the likely counter argument to any possible legal challenges?

yes, but what is the point of fining them if the league was void? all the games that have been played no longer exist in the record books, how can you fine someone for not playing in a game that no longer officially exists?
